MOKAN provides technical assistance to better equip contractors to compete independently and successfully in the construction industry. Planned construction projects and bid opportunities are identified so that under utilized construction firms can participate in numbers in proportion to their make-up of the construction industry.

Services available through MOKAN enable contractors to become self sustaining entities within their construction field. Specific services provided by the MOKAN staff include:

• Attending pre-bid award contracting/subcontracting conferences for publicly/private bid city and block grant funded construction projects
• Serve as a clearinghouse for private, city, county, state, and federal bidding opportunities available in St. Louis Metro area
• Assist contractors by providing aid in the development of bids, which include cost estimates, and material quantities and manpower.
• Provide assistance in the preparation and submission of loan and bond packages
• Advise contractors on financial and accounting requirements
• Assist contractors in resolving construction related disputes.
• Verify majority contractor efforts to secure maximum utilization of M/WBEs on private and publicly funded construction projects
• Make recommendations to owner of contract award to prime contractor, based on Primes good faith efforts of including M/WBE’s on projects.
• Review applications and make recommendations for the certification of firms as minority and/or women-owned businesses

Contractors can receive hands on assistance in such areas as construction management, estimating, loans, bond program and bid notification reports.
